They do but it is usually run by one of the shelters around the area SPCA, KAR, HUMAN SOCIETY, KAP. Their products are on the expensive side.

I do know they do have events to adopt. I have no idea about prices. But with ours we had to pay for a chip and have her fixed. Maybe 90$ but that's a guess

Petco has adoption services. Nothing free, but it is worth the price. It includes shots and spay/neutering.
